Simple healthcare cost saving

Saving for some, cost increase for others. But simple. Require an easy-to-obtain physician’s prescription (infinitely renewable) in order to purchase cigarettes or tobacco products. Require all tobacco product sales outlets to sell only to prescription holders. Adjust prescription holders’ health care premiums to reflect their smoking habits. End.
